Title I - Part A - Description
This is the largest federal aid program for K-12 schools, Title I, Part A, provides funds to districts to support low-achieving, economically disadvantaged students. Under ESSA, these funds are used for improving basic programs operated by state and local educational agencies.

SpectraStar democratizes student academic and emotional intelligence and student learning support. Every student is provided with a detailed and highly personalized competency growth plan and a learning inhibitor reduction plan. In other words, every student receives MTSS Tier 3 support.
Title II - Part A - Description
The purpose of this funding is to improve academic achievement, particularly among low-income and minority students, by increasing the quality and effectiveness of teachers, principals, and other school leaders. SEAs and LEAs have flexibility to carry out a wide variety of activities consistent with their specific needs.

The competence of all those providing services through the SS platform (teachers, parents, internal counselors, internal support staff, and external service providers) have their skills enhanced by using the platform in service to students - it is a secondary gain.

More directly, SS’s proprietary and highly secure AI Agent, “Nora,” provides users with guidance on their professional development, particularly in the context of skills required to assist students in MTSS Tiers 1, 2, and 3.

Principal competence is supported by reports generated by the SS platform - for individual students, classes, schools, and the whole district. This is bolstered by three platform algorithms that generate alerts - for attendance, for potential self-harm and harm to others, and for progress leading to appropriate recognition and rewards at the individual, class, and school levels.

Title III - Part A - Description
The purpose of this funding is to provide effective language instruction educational programs to improve the education of English learners and immigrant youth by helping them to learn English and meet the same challenging college- and career-ready academic standards as other students.

Competency growth and learning inhibitor reduction strategies generated by “Nora” with teacher and other inputs are highly personalized and take into account language issues, and can generate guidance in the learner's native tongue as appropriate.

Title IV - Part A - Description
The purpose of this funding is to improve academic achievement by increasing the capacity of States and LEAs to provide students with access to a well-rounded education, including rigorous coursework, and to improve school conditions and use of technology.

The SS platform enriches every student by enhancing 25 competencies across four categories - Thinking, Interpersonal, Character, and Physical.

The competencies were developed based on research of what students need to possess for success in postsecondary education and work.

Each competency has behavioral indicators that reflect three levels of proficiency and were developed based on brain science, with the basic level indicators being much more easily enhanced or acquired and the advanced level indicators taking a much higher level of effort to enhance or acquire.

Title V - Part B - Description
The purpose of this funding is to assist rural schools in carrying out activities that improve the quality of teaching and learning. The Rural and Low-Income Schools (RLIS) program provides funds to rural LEAs that serve high concentrations of poor students, regardless of the LEA’s size.

Title VII - Part B - Description
Also known as the "McKinney-Vento Homeless Assistance Act - Education for Homeless Children and Youth". The purpose of this funding is to ensure that all homeless children have equal access to the same free, appropriate public education available to other children through grants to States to establish or designate an Office of Coordinator of Education of Homeless Children and Youth; develop and carry out a State plan for the education of homeless children; and make subgrants to LEAs to support the education of those children.

IDEA - Description
The primary purpose of IDEA funding is to provide federal financial support to states and local school districts for special education and related services, ensuring children with disabilities—from birth through age 21—receive a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE). This funding helps cover the excess costs of special education, personnel training, and early intervention services.

CTE - Description
The primary purpose of CTE funding is to develop, improve, and modernize CTE programs, providing students with academic, technical, and employability skills for high-skill, high-wage careers. Funds are used for teacher professional development, industry-recognized equipment, career counseling, and work-based learning, ensuring alignment with labor market needs.

The 9-12 competency model modifications are supplemented with several assessment inventories that support work success upon graduation. They include career pathway best-fit assessments based on competency proficiency and the strength of particular mindsets.
